Role overview

Senior Project Officer will be responsible for monitoring and evaluation of project framework and provide leadership and management to teams at 5 regional hubs. He/She will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the Project. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidences gathered by the Project, as well as, will also provide technical assistance and strengthen capacity of the volunteers in relation to monitoring, reporting, data collection and analysis, data quality check and capturing impact stories/story of change of the project. Consequencely, he/she has another main responsibility in leading and managing regional staff/volunteers to deliver project activities and ensure quality of project implementation at sub-national level based on project design and schedule. Buiding good relationship and collaboration with MoEYS, KAPE, RSIT (Regional School Improvement Team), TTC (Teacher Training Center), regional advisors and relevant stakeholders is his/her additional duty for this role.

Skills, qualifications and experience

Knowledge and Qualifications:
?Bachelor Degree of Education, Social Sciences, Public Administration or relevant subjects
(Master Degree is an advantage).
?At least 5 years of working experiences in M&E and undertaking research both quantitative and qualitative.
?Have at least 2 years of working experiences in project leadership and budget management.
?Experienced in planning, designing project assessment, evaluation and research would be advantage.
?Have good understanding of Cambodian education system particularly at upper secondary education would be much appreciated to this role.
?Have experience of working with Ministry of Education, Youth and Sprot (MoEYS), NIE , NGOs and key stakeholders.

?Have excellent interpersonal skills and communication skill.
?Have good communication of English and Khmer for both speaking and writing.
?Good knowledge and experience regarding gender equality and social inclusion in education sector is an added value to this position.
?Experienced working in multiple culture and diversity working environment.
?Ability to work independently with a minimum of supervision and meet the deadline.
?Be good at facilitation and coordination is desirable.
?Good understanding of the role of international development organisations and more specifically of volunteering in Cambodia
